They can very well make the first move, especially if you send a clear lead. But don't be afraid to make the first move, you never risk much, apart from a polite and amused refusal.

then fly to Sri Lanka for a week, then fly to Chennai for 4 days then fly home.

When you go to India do you stay at budget hotels, mid range, or up scale?

Do you find that staff are any easier to find depending the the level the hotel or do you find it dosen't make a difference.
